Simpkin
Elizabeth Simpkin is President and founder of The Lowell Group, Inc. Healthcare Consulting. The Lowell Group helps leaders of provider organizations – physicians, hospitals, and integrated delivery networks – improve and demonstrate quality of care to strengthen their market position. Ms. Simpkin has 20 years experience in healthcare, including extensive experience in managed care contracting and operations. Ms. Simpkin has expertise in strategic planning, development, and business operations for provider organizations. A particular interest is developing and negotiating quality-based pay-for-performance programs for physicians and hospitals. Prior to forming the Lowell Group, Ms. Simpkin was a project manager with Towers Perrin’s Health Industry Consulting group. Engagements included an HMO start-up for a hospital integrated delivery system owner; network development and contracting for a national managed care organization; PHO feasibility and operations improvement projects; and numerous strategy and operations engagements for both provider and health plan clients. Previously, Ms. Simpkin spent six years with Blue Cross Shield of Illinois, where she held management positions in traditional, PPO and HMO product lines. Responsibilities included provider contracting and reimbursement, provider relations, and network operations. Ms. Simpkin's earlier consulting experience
included information systems and operations improvement projects for
hospitals, PHOs and other healthcare organizations. She also worked in the public sector as an
economist for State and local healthcare agencies in her home state of Ms. Simpkin has a Master's degree in
